I think that's the fault of Ebay and you not translating the German, probably at all.
The free bit is definitely domestic.
€26 is well cheap for 2 pairs, I sent one pair of HUFs to Brazil and it cost me £25 !

Well they are cracking kicks to start with, I can understand why you thought that beacuse I checked out your link and I saw this:
"Free shipping for each additional eligible item you buy from..."
And underneath it says USA. To me that would mean free shipping to the USA on the 2nd item, but "eligilbe item" could mean anything!!
If I wanted them badly I'd pay, then complain but not expect to get the money back
Did you mail the seller before you won them?

Those are fly. I'd definitely have them sent if you like them. I am not buying any more adidas with white soles. After re-coloring my first pair of white ones like three or four times before their death (of old age) I decided that white was not the best color for me. Especially since it represents purity, which I couldn't hope to fake... LOL
